Stick a 3/8 ratchet/breaker bar into it to relieve the tension, and pull the belt off one of the pulleys. If by gently touching it to the relay socket it comes on it's a bad relay. I think it retails at a Hyundai dealer for about $16. Take the pulse dampner off the end of the fuel rail, insert -6AN fitting and run a braided line back to the tank under the back seat. you need to remove the outer tie rod from the knuckle, off the inner rod, and pull the boot off the inner tie rod, and like h8isgr8 said, there is the tab washer to come off as well, the new inner will come with one. Tester will light on back of fuse when fuse is open (ignition on). Meter should either show "0VDC", or "battery voltage" when checking both fuse tabs on the back side of the fuse to ground. My tiburon body has 300k+ miles on it currently the original motor had 212k on it when the last owner botched the timing belt job on it.
